# Charged for fuel after you returned the rental car full: what can you do?

> Under a full-to-full policy you only pay for fuel if the tank was not full at return. If you are charged anyway, compare the charge with your fuel receipt, a photo of the gauge and the fuel level on the return form. Object in writing with that evidence and ask the company to show how it measured the missing fuel and which price it used.

You filled up five kilometres from the airport, the needle was on full, and two weeks later you see a refuelling charge on your card. ==Under a full-to-full policy, you should only pay for fuel that was actually missing.== A clear receipt and a photo of the gauge usually settle the question.

## What the policy says

ECC-Net explains full to full: you receive a full tank and must return it full, using the correct fuel type. Otherwise, you pay for refuelling. ECC Malta adds that if you return the car short, you pay for the missing fuel plus an administrative fee.

So the charge is only justified if the tank was not full. The company has to be able to say how much fuel was missing and at which price.

## Why these disputes happen

- The fuel level was recorded wrongly at pick-up, so you started with less than a full tank.
- The gauge near the top is not precise, and a few litres can be missing while the needle shows full.
- The car was inspected the next day after an out-of-hours return, and someone else moved it.
- The policy at the desk was not the one you booked.

Our article on [fuel policies at pick-up](https://scratchfair.com/en/knowledge/pick-up/fuel-policy-full-to-full-explained) explains how to prevent most of these.

## 1. Check the charge line by line

Look for:

| On the invoice | What to check |
|---|---|
| Litres charged | Does it fit the tank size and your driving? |
| Price per litre | Is it the price in the terms or at the desk? |
| Service or refuelling fee | Is it in the terms you agreed to? |
| Administrative fee | Is it stated and explained? |
| Date of measurement | Was it at return or the next day? |

ECC France notes that refuelling by the company costs more per litre and includes a service fee, and that this is lawful only if the fuel price is displayed at the company. If the invoice shows a price you were never shown, that is a point for your objection.

## 2. Gather your evidence

The strongest pieces, in order:

1. **Fuel receipt** with date, time and station address close to the return.
2. **Photo of the dashboard** at return, showing the gauge and the mileage.
3. **Return form** with the fuel level noted by the staff member.
4. **Pick-up form and photo** showing the level you started with.
5. **Card or bank statement** if you lost the receipt.

The Austrian ECC and ECC France both advise keeping your fuel receipt as evidence. The Austrian ECC also advises photographing the fuel and mileage readings at return.

> [!TIP]
> Compare the mileage on your receipt photo or return photo with the mileage on the company's invoice. A difference can show the car was driven after you returned it.

## 3. Ask the company to explain

Konsumentverket notes that companies may charge extra if the rental terms say so, for example for a car not returned with a full tank. That makes the terms the starting point. In your objection, ask:

- how the missing fuel was measured, and when;
- which price per litre was used, and where it is published;
- which clause in the terms allows the service fee.

## 4. Object in writing

Write to the company, attach your receipt, photos and the return form, and ask for the charge to be cancelled or refunded within a set period. Keep it short and factual. Our [letter templates](https://scratchfair.com/en/tools/letter-templates) include a letter about unjustified charges you can adapt.

> [!WARNING]
> Do not wait for weeks before you object. If the charge went to your card, card issuers have their own deadlines for disputes. Check them with the [deadline calculator](https://scratchfair.com/en/tools/deadlines).

## 5. If the company does not move

If the charge was taken from your card and the company rejects your objection, you can ask your card issuer whether a chargeback is possible. Read [what to do when a rental company charges your credit card](https://scratchfair.com/en/knowledge/credit-card/damage-charged-to-credit-card). If the company is in another EU country, Iceland or Norway, the European Consumer Centre in your country can help for free: see [how an ECC complaint works](https://scratchfair.com/en/knowledge/ecc-and-disputes/ecc-complaint-car-rental).

## What about prepaid fuel you never used?

That is a different situation. Under full to empty, ECC-Net says no refunds are paid for unused fuel, even if the whole tank was paid up front. But it also says fuel should not be prepaid unless you were clearly told about it in the contract. If you booked full to full and were charged for a prepaid tank, use the same steps above and attach your booking confirmation.

## Electric cars: the same idea

For electric rental cars, the return rule is usually a charge level rather than a full tank. The Austrian ECC noted in 2026 that many companies ask for about 70 to 75 percent at return. Photograph the battery level at pick-up and return, and keep the charging receipt.

## FAQ

**The needle was on full, but they say the tank was not. Who is right?**

Fuel gauges are not precise near the top, so small differences happen. A receipt from a station close to the return location, shortly before the return, is the strongest evidence that you filled up. Ask the company how it measured the missing amount.

**Can they charge a service fee on top of the fuel?**

Many terms include a refuelling service fee, and ECC Malta mentions an administrative fee. It should be in the terms or price list you agreed to. If it is not, ask for it to be removed.

**I lost my fuel receipt. Do I still have a chance?**

Yes. Your bank or card statement shows the fuel purchase with date, time and station. Add your gauge photo and the return form. Together these can still show the tank was full.
